Dexter Ingram is a national security and counterterrorism specialist with more than 15 years of experience in the military, public, and private sectors. He currently serves the U.S. Department of State, Bureau of International Security and Nonproliferation as Associate Director of the Office of Weapons of Mass Destruction Terrorism. In this capacity he develops policy guidelines for combating weapons of mass destruction terrorism and serves as a senior advisor to the Department of Homeland Security's Domestic Nuclear Detection Office.
Ingram began his career as a U.S. Naval Flight Officer. After leaving the Navy, he joined the Heritage Foundation as a Threat Assessment Specialist where he analyzed non-conventional threats to international security. He then joined the House Select Committee on Homeland Security as a professional staff member, specializing in science & technology and terrorism policy. While working for the Select Committee, he advised members of Congress on key policy issues and contributed to the Intelligence Reform and Terrorism Prevention Act of 2004. During that time, Ingram was named a Claremont Institute Lincoln Fellow for the Study of Statesmanship and Political Philosophy.
Ingram entered the private sector as the Director of Information Security Policy for the Business Software Alliance (BSA). In this role, Ingram served as BSA's primary policy advocate representing major technology companies on global security policy. He later became Vice President of Ingram Engineering, Inc. (IEI), a technology and intelligence consulting firm providing systems engineering, enterprise geospatial solutions, intelligence analysis, and technical services to clients in the defense industry and civil government.
As an adjunct professor at George Mason University, Ingram has taught Mass Communication and Public Policy. He has also guest lectured at George Mason's School of Management on Knowledge Work and Artificial Intelligence, in addition to teaching courses at the Foreign Service Institute, the National Press Club and his alma mater, Hampton University.
Ingram's media experience includes a diverse range of international broadcast networks, including guest appearances on CNN, FOX News, MSNBC, BBC, Abu Dhabi TV (UAE), and NHK TV ( Japan). He has provided commentary and analysis on security-related subjects such as the U.S./China EP-3 standoff, the September 11th terrorist attacks, the global war on terror, the northeastern blackout, cyber security, and the space shuttle Columbia disaster. In addition, his work has been featured on various news programs and in print media, including ABC News "This Week," NBC News "Dateline NBC," USA Today, The Washington Post, Time Magazine, and U.S. News & World Report.
Ingram has served as a representative on the Metropolitan Washington Council of Governments' Bioterrorism Task-Force, the National Capitol Region Emergency Response Forum, E.J. Krause & Associates' Maritime Security Advisory Board, and GeoIntelligence Magazine's Editorial Advisory Board. Ingram currently serves on the Board of Visitors for National Defense University, the DC Advisory Board for the U.S. Commission on Civil Rights, E.J. Krause & Associates' Global Border Security Advisory Board, and is a Senior Fellow at the George Washington University Homeland Security Policy Institute.
Ingram holds a Bachelor of Science from Hampton University and a Master of Public Administration from the University of Oklahoma. He currently resides in Washington, DC.
