Douglas Browning is Senior Vice President for Global Border Modernization for Sandler & Travis Trade Advisory Services, resident in the Washington, DC, office. He oversees the continuing expansion of STTAS' customs automation modernization and border security initiatives to foreign governments and multinational business interests overseas. He also serves as Of Counsel to Sandler, Travis & Rosenberg, P.A. Prior to joining the Firm, Mr. Browning had a distinguished career with the U.S. Customs Service. He first joined Customs in 1976 as a general attorney with the Office of Regulations and Rulings. He rose through the ranks to become Assistant Commissioner for International Affairs, a post he held for eight years. He was then tapped to serve as Deputy Commissioner, where he served through Customs' reorganization into CBP. As Deputy Commissioner, he was responsible for the development, implementation, and evaluation of programs, policies, and procedures relating to border security, law enforcement, and trade compliance and facilitation. Mr. Browning is admitted to practice in the State of Pennsylvania and before the U.S. Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and the United States Supreme Court.
